Pre-Environmental Impact Statement Meeting:
March 26, 2004

A pre-Environmental Impact Statement meeting, for fishing and boating interests, regarding safety improvements to the Sitka Airport, is being organized by the Federal Aviation Administration.

Update Alaska IFQ's for Charter Boats:
January 13, 2004

With regards to charter IFQ (Individual Fishing Quota)- the proposed rule is being written. Right now a draft is working its way through NMFS.

We may see the proposed rule published as soon as early summer 2004. Such publication could lead to the final rule being ready the following winter, with 2005 as the "implementation" year (no actual quota required) and 2006 the first year quota is required.

A major hurdle is reporting. Many of you participated in conversations about a reporting mechanism. A suggestion that seems to have some interest in NMFS is a daily reporting requirement via the internet or phone.

Apparently there are very few operators who do not have access to either a phone or the internet on a regular basis (cell phones, sat phones, Starband, etc.). A good and timely reporting system will help expedite quota leasing and sale, as well as determining how much quota I have left for my clients...

If you are interested in participating on the Charter IFQ Implementation Committee, you should indicate your interest in writing to the Council.

Sport Fishing Regs Posted:
January 13, 2004

The Alaska Department of Fish and Game said king salmon sport fishing limits set for 2003 in Southeast Alaska and Yakutat will remain in effect through spring 2004.

Alaska residents have a bag and posession limit of two king salmon 28 inches or greater in length with no annual limit. Nonresidents have a bag and posession limit of one king salmon that is 28 inches or greater in length with an annual limit of three king salmon.

Charter IFQ Implementation Committee:
September 10, 2003

The North Pacific Fisheries Management Council will be asking for nominations to the Charter IFQ Implementation Committee after their October meeting (Oct. 8-14). The committee will provide advice on the development of proposed regulations.
